A. LAW
- Prof. Purna Man Shakya
Mr. Purna Man Shakya is a constitutional lawyer with varied experience in constitutional law. He however has an extensive practice in banking, corporate and business law as well. He did his higher education from Delhi University and then from Columbia University at New York. He holds Masters’ degree from Faculty of Law in Delhi (GOLD MEDALIST) and Columbia University Law School in New York (FULBRIGHT SCHOLAR). He has twenty five years of experience in teaching constitutional law in Tribhuwan University. He is also extensively involved in legal research and consultancies on development and constitutional law matters. He has published more than 50 research articles in national and international law journals in the matters of constitutional law.
- Mr. Bipin Adhikari
Mr. Bipin Adhikari is a senior Nepalese constitutional expert. A PhD of Constitutional Law, Adhikari has worked extensively with the United Nations and other international organizations, and has been a legal advisor in the area of human rights, legal reforms, and democratizations process. Adhikari is also the owner of Nepal Consulting Lawyers, Inc based in Kathmandu."
- Prof. Dr. Rajit Bhakta Pradhananga
Prof. Dr. Rajit Bhakta Pradhananga is a lawyer and a Professor at Nepal Law Campus. He holds PhD. in Criminal Law from Delhi University and LL.M. (with distinction) specialization in Criminal and Civil Law from Patrice Lumumba Friendship University, Moscow. He had worked as an expert with Strengthening the Rule of Law programme, Access to Justice programme, Reform of Judiciary programme, conflict mitigation programme-II and with the Office of the attorney General Institutional Strengthening Project. He had also worked as a national consultant and a team leader in an assessment of the Pilot Courts Undertaken by reform of the Judiciary programme. He is also involved in many researches and had published a number of publications.
- Mr. Mihir Kumar Thakur
Mr. Mihir Kumar Thakur is a lawyer and legal scholar with extensive expertise on constitution, government accountability, law reform, rule of law, and the justice sector in Nepal. Born in 1958 in Rajbiraj Saptari, Mr Thakur obtained Masters Degree in Law from University of Delhi and taught law at Tribhuvan University Law Campuses for more than 20 years. Mr. Thakur is currently the Founder President of Videh Foundation that works for legal research & training etc.
- Mr. Kumar Ingnam
Mr. Kumar Ingnam is working as Assist. Professor in Kathmandu School of Law and teaches Commercial and Business Law to LLB and LLM students. Also he is serving his clients as lawyer continuously since 1985 and providing legal, specially constitutional and commercial services. Mr. Ingnam is also involved as constitution law expert in various occasions and programmes such as Coalition for Constituent Assembly Support (CoCAS), National Coalition against Racial Discrimination (NCARD, KSL for Empowerment of Disfranchised and Marginalized Community in Nepal, DANIDA for Fostering Peace through Discourse on Democratic Values, Constitutionalism, and Methods and Techniques of Conflict Transformation. Presently, he is Vice President for Center for Legal Research and Resource Development (CeLRRD), Corporate Governance Forum Nepal and Council Member of Kathmandu School of Law.
- Mr. Dinesh Tripathi
Mr. Dinesh Tripathi is an advocate at the Supreme Court of Nepal. He is also the Coordinator for the Advocacy and Legal Advice Centre under Transparency International, Nepal and Member of Consortium of Constitutional Experts. Mr Tripathi has also served as Member of the Peace and Conflict Management Committee, the High Level Committee formed to monitor and manage the peace process. He holds a LL.M degree from University of Baltimore Law School, USA and a LL.M in Constitutional Law from Tribhuwan University.
- Ms. Geeta Pathak Sangroula
Ms. Geeta Pathak Sangroula is a Postgraduate in Human Rights from Hong Kong University Sangroula is working as head of Department and Associate Professor in Kathmandu School of Law and has attachment with Nepal Bar Association, South Asian School of Law for Human Rights and Supreme Court bar. Ms. Sangroula had worked as elected member of Supreme Court Bar, nominated member in Legal Help Committee, member-secretary in Library Committee and Treasurer in Woman Section.
- Mr. Sombhojen Limbu
Mr.Sombhojen Limbu is the founder member of the Asian Law Firm and Research Centre and a former Executive Member of Appellate Court Bar Association Patan. He is one of Nepal’s most prominent Constitution Law experts particularly in indigenous rights sectors. He has been devoted for the past 13 years to the Legal practicing on various court and devoting for indigenous and marginalize communities rights promotion and protection in Nepal—first through his dedications on legal profession, then as a resources person to conduct series of human rights training, advocacy campaign, researcher and involvement on different NGOs particularly as consultant and expert opinion.
- Mr. Milan Shrestha
Mr. Milan Shrestha is working as Political Scientist and Lecturer of International Studies in Tribhuvan University, Nepal. He has expertise knowledge in Constitution, Federal System, Social Inclusion, Conflict transformation and Peace. He holds Master Degree in Law and Political Science. He is also affiliated with different organization for different capacities and research works under the national and international institutions.
- Mr. Ramesh Prasad Yadav
Mr. Ramesh Prasad Yadav is a Legal practitioner for eight years and involved in a human rights organization for five years. He obtained LL.M. degree with specialization in Constitutional Law and Criminal Law from the University of Pune, India. He also studied federalism as optional paper in LL.M. and wrote a research paper on "The Commerce Power Under the Constitutions-A Comparative Study of Indian, American and Australian Positions" For last one and half years, he is one of the active member (researcher) of " Federal Nepal Study Center"(FNSC), a networks of lawyers, professors, journalists and social activists working for developing appropriate model of federal structure in Nepal.
- Ms. Laxmi Sharma
Ms. Laxmi Sharma holds degree in International Law & Human Rights and in Rural Development. Ms Sharma is working as a legal practitioner and actively engaged in the grassroots level in order to empower the rural and backward people through various activities organized by the Nepal Bar Association and several NGOs as well. Recently, she is working as University Lecturer at Kathmandu School of Law, Purbanchal University. In the mean time she is also engaged in teaching at Don Bosco Kathmandu College. Besides these, Ms. Sharma also takes out the time for resource person in the contemporary and her expertise is area in necessary conditions.
- Ms. Neeru Shrestha
Ms. Neeru Shrestha is working in the field of human rights and public interest law. Her passion, amongst other, is to develop tools and mechanisms that deliver basis human rights for people which are subject to incremental and progressive achievement of complete human rights. In Nepal, using international human rights instruments that are already ratified and applicable as Nepali national law, a lot can be done to complement peace process and transitional justice. Her persuasion is to play a creative and constructive role to ensure for the incorporation of maximum human rights under fundamental rights into the first ever people participatory constitution making in Nepal through advocacy and other available means.
- Ms. Ritu Thapa Magar
Ms. Ritu Thapa Magar is an advocate and a member of Kathmandu District Court Bar Association. Ms. Magar holds LLM degree from University of Pune, India. She worked in Common Law Chamber for 2 years and 1 year in Reliance Law Firm. She also worked in United Mission to Nepal as a Legal Advisor then worked as a Legal Officer in Norwegian Refugee Council. She is also a member of Frontier for Intercultural Harmony and Human Rights, Vice-President of Indigenous Women Legal Awareness Group. She also advocated in the Gorkha and Tanhu districts on the 'Drafting of the proposal bill for the legislative reformation of women's property rights in Nepal'. She has contributed some articles of Legal Aid Manual from Nepal Bar Association which is helpful towards Young Lawyers. She has experiences in women and children issues, Internally Displaced Person’s issues, International Human Right and Humanitarian Law.
B. Social Inclusion
- Mr. Chaitanya Subba
Mr. Chaitanya Subba has over a decade of experience in the field of social inclusion. He is a former member of National Planning Commission.
- Mr. Hira Lal Bishwakarma
Mr. Hira Lal Bishwakarma is a development professional, writer, researcher and an activist who has long experience in managing and supervising rural and integrated development projects and programmes in Nepal with an emphasis on empowerment of most marginalized and disadvantaged people.
- Mr. Yam Bahadur Kishan
Mr. Yam Bahadur Kisan is an author, researcher, lawyer and human rights activist. He has dedicated his life for the betterment and safeguarding of human rights in Nepal, in particular, for the disadvantaged people of the Dalit community.
- Mr. Bimal Gadal
Mr. Bimal Gadal has over 14 years of experience in the field of human rights and social inclusion. He has vast experience of working for I/NGOs.
- Ms. Sumitra Manandhar Gurung
Ms. Sumitra Manandhar Gurung is a co-founder and Chairperson of Lumanti Support Group for Shelter which works for the rights of urban poor in Nepal. She holds a doctorate degree in Geography and Cultural Ecology from the University of Hawaii.
- Ms. Basanti Devi Sunar
Ms. Basanti Devi Sunar is a graduate of Economics from Gauhati University, Assam. She has been involved in the social development sector for the last nine years and has extensive experience in research analysis in the field of education, peace and democracy, microfinance and adolescent livelihoods.
- Ms. Tika Devi Dahal
Ms. Tilka Devi Dahal is the president of the Nepal Disabled Women’s Association. She is actively involved in fundraising, coordinating projects, advocating and lobbying for disabled women’s rights and gender equity.
C. Political/Social Science
- Dr. Lok Raj Baral
Dr. Lok Raj Baral holds a doctorate from the School of International Studies, Jawaharlal Nehru University. He has over 30 years of experience in the field of political science. He has been a visiting Professor and a Research fellow in a number of universities and is also a former Ambassador of Nepal to India.
- Dr. Krishna Hachhethu
Krishna Hachhethu is a well known political scientist and is associated with the Centre for Nepal and Asian Studies, Tribhuvan University. He was a visiting scholar at the University of Oxford.
- Prof. Krishna Khanal
Prof. Krishna Khanal is a well known political scientist. He is associated with Department of Political Science Tribhuvan University, Nepal.
- Dr. Krishna Bhattachan
Dr. Krishna Bhattachan is a University of Berkeley, USA, doctoral degree holder in Sociology. Dr. Bhattachan highly contributed to attract the attention of the government towards the genuine issues of indigenous people.
- Prof. Keshav Khadka
Prof Keshab Khadka, holds a PhD in sensitive aspects of least developed economies and has been teaching the same subject in TU post-graduate classes for the last three decades. A professional development economist, Prof Khadka is recognized in civil society as staunch supporter of the rights-based approach to development specializing in human right to food and food sovereignty .
- Mr. Gopal Dahit
Mr. Gopal Dahit has been working with Indigenous Tharu and other marginalized minorities for the last 16 years. Currently he is the chairperson of the Tharu Indigenous NGO Federation and the Tharu Intellectual and National Research Centre.
- Mr. Dil Bdr. Vishwakarma
Mr. Dil Bahadur Vishwakarma has nine years of progressive experience in the field of community development, rights-based approach, partnerships, social inclusion and livelihood based development activities.
- Ms. Ranju Thakur
Ms. Ranju Thakur is a lawyer and a social activist who strongly advocates the empowerment of women especially those belonging to traditionally excluded groups. She has dealt with several litigation cases involving the domestic violence against women.
- Dr. Hari Bansh Jha
Dr. Hari Bansh Jha is a Professor of Economics & Executive Director of Centre for Economic and Technical Studies (CETS). He has a doctorate from University of Bihar, India on "Resource Mobilization and Economic Development in Nepal during the Plan Period". He has conducted research studies for various national and international organizations.

D. Translator and Interpreters
- Krishnaraj Sarbahari (Tharu)
Krishnaraj Sarbahari holds an M.A. in Nepali from Tribhuwan University. He has been actively involved in print journalism for over a decade and has published a dozen books and several articles in Nepali and Tharu language. He also has experience as a translator of several books and brochures in the Tharu language. His area of interest includes research of the Tharu Community.
- Rup Bahadur Saru (Magar)
Mr Saru holds a Bachelors degree in Law from Nepal Law Campus, Tribhuwan University. He has worked as a training evaluator for the National Democratic Institute Nepal (NDI) and has also been engaged in private practice of law in Kathmandu from 2004-2008. Currently working as a Child Rights Officer at District Child Welfare Board, Lalitpur, he is pursuing a Master's Degree in sociology and anthropology at Tribhuwan University. Mr Saru is also a member of the Appellate Court Bar of Lalitpur.
- Kunshang Lama (Tamang)
Mr Lama is an Advocate at Supreme Court in Nepal. He has obtained a LL.M. Degree in Criminal Law and M.A. in Sociology from Tribhuvan University. He is a lawyer, researcher, democratic rights activist and a national capacity building trainer. He has more than 14 years worth of work experience in a variety of sectors including capacity building development projects. He has also worked as a national consultant for a number of NGOs and INGOs.
- Harish Chandra Karanjeet (Newar)
Mr Karanjeet holds a Master's Degree in History from Tribhuwan University and a BL degree in Constitutional Law. He is an advocate at the Supreme Court of Nepal. He has worked as the Newari News Editor and Reader for Radio Nepal. Mr Karanjeet is also a Notary Public.
- Satya Mohan Joshi (Tharu)
Mr Joshi is an indigenous activist, who has served as Chairman of the Indigenous Tharu Lawyers' Society. He has been a Member of the Governing Council of National Judicial Academy and the Editor of Nayadoot for the Nepal Bar Association. He holds a Bachelor's degree in Law from Tribhuwan University.
- Bidya Kishore Roy (Maithili)
Mr Roy is presently the Head of the Central Department of Law, Tribhuvan University and has been in the teaching profession for the past 36 years. He holds a Master's degree in Maithili, LL.M. and Ph.D. in Administrative Law.

- Bijay Kumar Rauniyar
Mr Rauniyar works as an Assistant Professor at the Central Department of English, T. U. He has been the Official Translator for the Campus of International Languages since 1989. Mr Rauniyar has translated and published books, dictionaries, articles, poems, and documents of different disciplines in English, Nepali, Maithili, Bhojpuri, and Hindi. He has worked for a number of different organizations and conferences including UNMIN, Save the Children, UK, USA, and Norway, NDI–Nepal, CARE Nepal, INHURED, Mini Beijing Conference, SCOPE, GARDP II, VOA and the Royal Nepal Academy.
- Narayan Prasad Wagle
Mr Wagle holds a M.Ed. in English Language Education from Tribhuvan University and is also pursuing a LLB degree from Nepal Law Campus. He has served as Research Assistant (internship) for the OHCHR-Nepal and has also worked as a Consultant (Translation) for the International Center for Transitional Justice.
- Basant Subba, Sr. Translator/Interpreter
As a Sr. Translator/Interpreter, Mr Subba coordinates the work of the Translation/Interpretation Unit of SPCBN/UNDP. Before he joined the UNDP Mr Subba worked as a consulting editor and then a Communications Officer for WWF Nepal. Mr Subba holds a Master's Degree in English Literature from Tribhuwan University.
- Manoj Karki, Sr. Translator/Interpreter
Mr Karki oversees the translation and interpretation work at the Centre for Constitutional Dialogue (CCD). Prior to his work with the CCD, he worked as a freelance consultant (translation/interpretation) for a number of different UN Agencies and INGOs. He also worked as Assistant Editor for the National News Agency (RSS) for 12 years. Mr Karki holds a Master's Degree in Anthropology from Tribhuwan University and is pursuing a Post-Graduate degree in Conflict and International Humanitarian Law from Kathmandu School of Law, Purbanchal University.
- Kedar Bhattarai, Translator/Interpreter
Mr Bhattarai has been working with the UNDP since 2007. He has also worked as a consultant translator for UNMIN, International Idea, IUCN and other Non-Government and Government agencies. Mr Bhattarai, who comes from a media background, has worked as Sub-Editor for the Gorkhapatra daily and Chief Reporter of Himalaya Times daily. He holds a Bachelor degree in Nepali and Economics from Tribhuvan University.
- Dila Datt Pant, Translator/Interpreter
Mr Pant Joined SPCBN/UNDP in 2008 as a Translator/Interpreter. Before he joined UNDP, he worked for UNMIN/Far west in capacity of a Regional Electoral Assistant during the historic CA elections. Prior to that, he worked with the International Committee of the Red Cross as a Communication Officer. A Master's degree holder in English (TU) and Mass Communication (PU), Mr Pant has more than 5 years of experience in teaching at schools and colleges. Mr Pant has also gained significant experience of having worked as a Newsroom Crew in a private TV Channel in Kathmandu.
- Dinesh Narayan Suddhakar, Translator/Interpreter
Mr Suddhakar holds a MA in Population Studies from Tribhuvan University (TU) and is currently in his final year of an MA programme in Political Science at TU. Prior to joining the SPCBN, he worked as Project Associate and Translator/Interpreter at “Capacity Development of National Human Rights Commission of Nepal/UNDP” and as Report & Database Coordinator, Programme Officer and Research Officer at “Centre for Victims of Torture (CVICT), Nepal”. In addition, he also served as a lecturer of Population Studies in TU, Bhaktapur Multiple Campus for seven years.
- Pushkar Mathema, Translator/Interpreter
Before joining SPCBN/UNDP Mr Mathema provided translation and media consultation service to various INGOs and NGOs. Engaged in Nepali Journalism for more than two decades, he has published many hindreds of articles on a wide range of issues. A former Editor-in-Chief of The Rising Nepal Daily, Editor of 'Yuba Manch' Monthly and Executive Editor of Gorkhapatra Daily, Mr. Mathema has also served as a media trainer for more than a decade. Mr. Mathema, who holds a MBA from TU, has completed two years of a programme entitled 'Training of Trainers' from the Danish School of Journalism/Nepal Press Institute. He has been awarded with a number of awards including the Environmental Journalism Award (1995) and the Nepal Academy Best Actor Award (1993).
