CA Indigenous Peoples Caucus and the Constitution Building Process

The SPCBN Gender & Inclusion Advisor has assisted in forming an “informal CA”  Indigenous Caucus which includes 49 indigenous CA Members and 24 indigenous leaders. The CCD has also furnished technical support to the newly organized Caucus. For example, the CCD has assisted in the review of Thematic Committee Reports and facilitated studies which have made recommendations to address dissenting notes and suggestions on indigenous people’s issues to the Constituent Assembly. Over 17 national and 5 international experts have been contracted by the CCD to help the IP caucus on rights related topics through 18 seminars.

In 2009 the CCD hosted interactions on indigenous rights, including on Limbu and Tharu issues. In 2010 the CCD also plans to support the establishment of a Dalit Caucus, with similar goals.  The CCD has also provided support in the form of technical advice and expert assistance on how to include Dalit rights in the constitution. On 18 Jul 2010, CA Chair Subash Nemwang issued a Memoradum supporting IP rights as being “unchangeable Articles” to be written into the new constitution.
